Are they though? If there's a bad apple in a department... the meathead

who was a bully in high school who became a police officer so he could be a bully as an adult... the other police officers that know this (and I'm pretty sure they all know who the meathead cops are) work to ensure they're weeded out? Or is there some sort of code, a "blue wall of silence" if you will, where they not only don't actively work to weed the bad apples out, they protect them with their silence.
