Absolutely. Businesses ultimately serve the public good.
Otherwise the governments wouldn't license them. Since property rights are a thing, instantaneous transportation doesn't exist, and barriers to entry are a thing, the ideal of a perfect market is not achievable. You can't rely on the free market alone to protect individuals from discrimination.
