I don't think such an approach could have worked 50 years ago, but
times are different today. Local events are broadcast nationally and even globally the instant they happen today. Cases of blatant racism are brought out into the light instantaneous today whereas you may never have even heard about it 50 years ago. I think a valid case can be that a natural evolution of social change is more likely to be longer lasting and, ultimately, more effective than a social order imposed from above as there will always be push back when ideas and actions are forced on people. I think the racial strife the nation is facing today is, in no small part, a reflection of that push back. That not to say those pushing back are right (they aren't), just that it is entirely expected behavior.
