I thought some historical perspective on capital gains would be useful.


Here's a nice link that lists all the capital gains rates ever effective in the US since the beginning of income taxation;

The 15% under W's tax cut was the fist time the rate had been under 20% since 1941; and the Clinton era rates were (mostly) lower than the Nixon era, and even Obama's 2d term rate of 20% was no higher than the lowest rate during the Reagan Administration.

25% is a) lower than the 28% rate during GHW Bush's administration, and the first 6 years of the Clinton Administration, and b) lower than at any time in the 8 years of Nixon (followed by Ford after the Nixon resignation), from 1968-76.
