Training, training, training doesn't always work

I'm going to guess that what we see is not consistent with training and that use of force training which also includes when to not use force has been provided several times. Police Officers who either don't respond to training or choose to not follow their training need to be fired! Firing can be difficult. A lot of people assume that a police chief can just fire an officer who doesn't meet or follow standards, but the truth is it doesn't work like that. Grievance Panels will frequently order problem officers be put back on the street because they feel that firing is too harsh. In strong union states multiple contracts, depending on the officer's rank have to be navigated.
