I find the opposite to be true in many departments

I'm not going to say that there aren't some agencies that are still like that but the majority of departments that I've looked at recently are staffed largely by officers that are intolerant of co-workers and supervisors who don't meet standards or violate people's civil rights. One of the best indicators is with agencies that release their complaint statistics. Healthy organizations don't have a lot and in many cases the number one source of complaints against officers is by other officers.
