I agree on the lack of ID

you can get an ID without having a license and suspect this guy has a warrant and knows it. He stumble on asking what his name was and did not seem he even told him that.

Thus, my comment on the cop thinking he would run. Yes, he was allowed to be forceful to get cuffs on the guy, but the throw and beat down was a little much considering he had a partner close by.

Even when you are cooperative, cops will put cuffs on you if they think there maybe a warrant.
