know who the hotheads are, but some bullshit code keeps them from reporting it. I get that it's a stressful job and that cops are going to stick together and protect each other, but there needs to be some level of oversight among themselves if they're not going to let outsiders oversee them. If there's going to be a blue wall of silence for outside investigators, than the good cops, who presumably far outnumber the bad cops, need to do a much better job weeding out the bad actors.
