Manufacturers will locate where the cost of production is lowest


The only reason the South had those textile jobs in the first place, as I often remind folks around here, is because the cost of labor in the late-19th/early-20th century South was 50-60% of what labor cost in New England, and the South was closer to the source of the raw material. So cotton mills employing Southern economic refugees from subsistence farms destroyed the New England textile industry.

In due course, once Southern mill-workers could earn a decent middle-class living working in the mills, the industry was doomed, NAFTA or no NAFTA.
