Partly because there is no such thing as some absolute


"solution" to the issue or effects in certain industries and specific towns. There are going to be issues. We (and many countries) implement things like Trade Adjustment Assistance (TAA) -- a lot of $$ available for workers to re-train, go back to school for something else, etc It has never shown to be particularly efficient as an overall program, but something that has absolutely helped many workers who have gone that route try another path. We also have always maintained some of the greatest freedom of movement/mobility as any country of the world and there are almost always areas of the country experiencing labor shortages even while some areas are having serious issues. On the other hand, matching areas of need with worker skills/education levels seems to be a growing issue as well.

There are also examples of areas that have had to try and make big transitions and in fact with success. There are certainly still issues in South Carolina, but that is a state that was very textile dependent that has seen strong growth in new areas. I guaranty you they would have had less of a chance of growth in new areas had we maintained a more hostile environment to overall trade -- as we are starting to do now.

We have many issues in society that don't have some obvious or at least "perfect" government solution. We didn't always used to look for that in this country, at least as a first thought -- "how can Congress solve my problem?" Can we still do some things better -- sure. There are almost always things we can do to try and be more creative and efficient in ways to help. However, in terms of trade, there is a pretty long track record across many nations of what kinds of policies work (much) better than others in terms of helping create the greatest chance of economic success/growth/freedom across all sectors and all levels for the medium and long term.
