Why not? They looked at it, and passed because of the cost, not because

it can only be done on a National level. There may be some hurdles with ACA in terms of level of coverage, in order to get a waiver to opt out, but I doubt that's an issue with those wanting Medicaid for All. They can already regulate at the state level, the insurance they allow, laws regulating service, etc. as well as issuing state taxes for funding. Not sure why they couldn't institute a state payroll or income tax to fund the payment processing and infrastructure for doing so. And those in the program would be exempted from having to pay insurance premiums directly or via their employers. They essentially do it for Medicaid already, and if they continue that type of program, I have no reason to believe they couldn't keep getting the Gov't funding for that which they get now.

Providers could then accept either the CA issued health insurance card, or a private insurers card if they're from out of state.

Honestly, I wish some states would, so we would have a better idea of what it really means in terms of costs, care, etc. And believe it or not, I would love to see them be successful!
