What is he not understanding? I'll admit I'm not seeing the contradiction
in that I'm not seeing the connection between subsidizing childcare and H1B Visas, especially if at the same time you're mandating higher pay for the childcare workers. If anything, that point about H1B's is more akin to Trump, RAISE Act, etc. wanting to shift legal immigration more towards a "merit" based system and less heavily skewed towards family/chain migration as it is now (the line was about those with graduate degrees).
But the simple fact is that if you increase the labor supply via immigration, regardless of type, that puts more downward pressure on wages for American citizens and those already here legally. And with this program, it's being done under the guise of "helping the American worker" (which is contradicted by that downward wage pressure).
