I think the article hits on a couple important things 1) There are winners and losers, with employers being the big winners. 2) (He doesn't say this but I'll leap to it from what he does say) Inability to address the downsides along with the upside "pie growth" (evident in the Hillary Clinton quote up front, in-line with libertarian consensus) opens the door for the issue to be re-politicized through the worst of populism.
This about immigration broadly, point taken on the specific H1B topic and Trump.
