I am speaking in generalities. The idea that immigration has never been
shown to actually displace American workers on whole is not the same as saying there are no individual workers who are displaced. Which happens a lot - more from automation than anything else including immigration. Immigration is a popular scapegoat from the right, and offshoring from the left (and now, maybe the populist right as well).
The H1B program is so limited and specialized, even under pre-Trump rules, that there is no way for it to displace workers on whole. I think a lot suggests that they help the economy grow, and thus create jobs, in the aggregate. And the economy suffers when we force those skilled people elsewhere.
