why would these people be looking for jobs? I know one person who has delayed looking for a job because she was making equal as much from govco than her former employer. Well lo and behold she's now found a job just as the benefits are running out. I've heard this same story from multiple people concerning unemployed they know. It's playing out the same way. I don't know what the economist is basing their numbers on or how they are manipulating those numbers, but I say there's something wrong with their data or people are lying in their responses (highly likely) as people don't want to admit that they'd rather not work and get paid....really who wouldn't!
