And now Graham, et al are in the same position they were in before

They've run out the clock on nuanced policy and are going to have to capitulate to whatever the Democrats demand. Otherwise they'll be seen as blocking this vital package. Both sides should have been hammering this entire thing out for the past 3 months. Our government sucks.
