It's an O-Care tweak, giving some additional state options

thereby satisfying one goal, localizing policy decisions in the states rather than the federal government.

The main goal, though, i.e. paying for a $800B tax cut by reducing Medicaid eligibility, coverage, and reimbursement, with the unfortunate, regrettable, etc, but totally unavoidable "collateral damage" of booting 10-20 million poor folks off of Medicaid?

Well, this bill is kind of a failure versus the magnificent, unprecedented achievement of Trump's AHCA in this area. Sad! (as the man himself would tweet)
