This isn't really the case with other gov't programs ... it doesn't cost more to provide roads and bridges to different people for reasons entirely within their control.

Disagree. Rural America requires far more miles of pavement per capita than do those that live in a walkable city. There isn't a government program alive that doesn't benefit some citizens to a greater degree than others.
