You are combining two seperate doctrines.
You should only point firearms at things you are willing to kill. That's basic firearm safety. That has nothing to do with the M16a2's purpose on the battlefield. It's a small caliber firearm. It does not have the killing power of an M1a1. The wounds inflicted are less likely to immediately kill. Our strategy, for quite some time, has been to hit one(mostlikely only wounding them) so that they need assistance off the battlefield. It hurts the morale(wailing gut wounds will do that), while occupying 2 more soldiers to remove the soldier from the field. A weapon that has a higher likelyhood of killing only takes 1 out.
