My bad on Anthrax, although it is illegal to own Anthrax that can be shown
to be used as a weapon. So it is illegal to own "weaponized anthrax", however that is legally defined. And it's virtually impossible to purchase anthrax cultures so you'd have to go find it someplace other than your local "guns, guitars, and deadly bacteria" store.
I'm curious where you come up with the small arms distinction? It's certainly not in the constitution.
With regard to tanks and planes being more dangerous than a rifle... I suppose you're right. And I'd be 100% supportive of keeping AR-15's legal if they cost 100s of thousands to millions of dollars to buy. Conversely, if anyone could stop buy their local Tanks and Guitars store, and drive off with a loaded M1 tank for $600 and proceed to rampage through the city, I suspect we'd quickly enact laws to restrict the ability to purchase tanks.
