At the very least we should not intervene in cases where removing the dictator is likely to cause more harm than good given the nature of the conflict. Iraq, Libya and Syria all qualify for non-intervention under that condition. None of the three were questions of genocide at the time; US intervention in Iraq and Libya actually fomented genocide.
