Congressional approval requires making an argument to support the decision to wage war.

It prevents a single worthless, hyperpartisan, steaming pile of crap executive from going it alone.

We've stretched the AUMF granted to fight terror to the breaking point. Yes, the cruise missile launch was in Trump's purview as I understand it, but if he wants to follow up with a subsequent, broader campaign to answer a future transgression, I believe he should go to Congress.
