You have to have providers to get these people care
Medicaid was drastically over enrolled compared to what the CBO predicted. And the split was in favor of woodwork individuals, not newly qualified individuals, which is what everyone was sold on (woodwork = 43% of cost to state, newly qualified = 0% cost to state until 2017).
California, for example, overenrolled in Medicaid by more than 3 million individuals. Who is going to provide care for those people when the number of providers accepting Medicaid continues to fall?
