Perhaps, but refusing to expand Medicaid (at 100% federal funding through
2020 and 90% thereafter) did not do anything but screw over everyone on the exchanges.
Those same "woodwork" people are still Medicaid eligible even in the most backward conservative of red states. At most you can argue that the ACA put getting covered on their radar, and I have trouble seeing that as a negative.
One thing we likely can agree upon -- our system is way too complicated. Literally every developed nation on earth has found a better way to do it than we have.
