Words have meanings. Sometimes two of them
There isn't much causal link between fiscal conservatism and social conservatism. There are plenty of places in the world that don't link the two. You have to wander down the road of the moral value of hard work and twist that into big government being about handouts for lazy people.
But America's plutocrats recognize that they can't get votes by preaching a purely pro-business agenda, whether their fiscal policies are sound or not. So they sucker in social conservatives with promises of trickle down victories. The decision by Evangelical America to throw their lot in with the GOP after the Democrats betrayed them in the Civil Rights era was mostly dumb luck, but the GOP has been more than happy to use them ever since.
