I think Mattis gets it, though...
Yes, Congress gave them more than the DoD asked for, but right now the DoD is focused on supporting their current operations. Mattis has stated several times that cuts to State would necessitate even greater increases in DoD, because State is what keeps us out of wars in the first place.
The military is like a really big ship. Priorities/philosophies can change, but it takes a looong time from when the rudder is thrown over to when the course actually changes. In time, we'll see if they can put the DoD onto a good course, but right now, they're requiring more funding to support current operations.
